India aims for 500 GW of non-fossil capacity by 2030. Solar and wind output, however, changes with sunlight and weather. Without storage, surplus midday power is wasted and evening peaks still need fossil backup. Storage is therefore the missing link. Pumped Storage Projects (PSPs) and Battery Energy Storage Systems (BESS) fill different gaps in it, so they complement each other.

Why storage is the missing link

  • Time-shifting: it stores surplus renewable power and supplies it when generation falls or demand peaks [1].
  • Grid firming: the National Electricity Plan projects a storage need of 26.69 GW PSP + 47.24 GW BESS by 2031–32 [2].

Role of Pumped Storage Projects

  • Bulk, long-duration storage: surplus power pumps water to an upper reservoir as potential energy. The water is released through turbines at peak [1].
  • Large untapped base: only ~7 GW installed against 280 GW potential (2.5%) as of April 2026 [3].
  • Policy push: 100% ISTS charge waiver for 25 years for PSPs awarded for construction by June 2028 [1].

Role of Battery Energy Storage Systems

  • Fast response: suits frequency regulation, short-duration peak management and grid balancing [1].
  • Location-flexible: can be installed near generation or consumption centres, while PSPs depend on suitable terrain [1].
  • Falling cost: bids fell from ₹10.18/kWh (2022–23) to ~₹2.1–2.8/kWh, even without VGF [4].

How they complement each other

Seconds–minutes → BESS (frequency, ramping)
Daily peak hours → BESS + PSP
Long-duration → PSP (bulk energy, large reservoirs)

Fig: Storage roles by duration

  • The plan's split between PSP and BESS shows a portfolio, not a rivalry [2]. Batteries win on short daily cycles. PSPs anchor long-duration needs and offer long asset lives.

Bottlenecks

  • PSPs face high capital costs, free-power demands by States, a market of only 4–5 contractors and delays in gram panchayat consent [3].
  • BESS cannot yet economically supply bulk energy over long durations, so it cannot replace PSPs.

PSPs provide the bulk backbone and BESS provides speed and flexibility. Together they turn variable renewables into firm, dispatchable power. The Parliamentary Committee recommended expedited site allotment, prioritised clearance and assured purchase of PSP power [3]. Adopting these alongside cost-competitive BESS would make storage the bridge to the 500 GW goal, SDG 7 and India's climate commitments.
