India's unincorporated non-agricultural sector — enterprises outside the Companies Act — employs the bulk of the non-farm workforce, yet was long tracked only through infrequent surveys. The Quarterly Bulletin of Unincorporated Sector Enterprises (QBUSE), launched by the NSO under MoSPI as the quarterly edition of the annual ASUSE [1], marks a shift to high-frequency official statistics that materially strengthens evidence-based governance, though its impact depends on how the data is used.

Closing the data-lag gap

  • Replaces a once-a-year picture with quarterly estimates on scale, composition and employment, giving policymakers actionable near-real-time information on a volatile segment [1].
  • Addresses the long-standing criticism that informal-sector data was stale by the time it reached decision-makers.

Sharpening policy targeting

  • Reveals spatial divergence: rural establishments grew 20.46% against urban 12.59% (Jan–Mar 2026), signalling non-farm rural diversification that MSME and skilling schemes can be redirected toward [2].

QBUSE thus converts the informal economy from a statistical blind spot into a routinely monitored policy domain, complementing PLFS and national accounts. Its value will deepen as the series lengthens, coverage widens and estimates are integrated with Udyam registration data. Timely, credible statistics are the foundation of responsive governance — QBUSE advances the constitutional promise of inclusive development by making India's least-visible enterprises countable, and therefore governable.
