India's unincorporated non-agricultural sector — enterprises not registered under the Companies Act — employs the bulk of the non-farm workforce, yet has historically been measured only through infrequent surveys. The Quarterly Bulletin of Unincorporated Sector Enterprises (QBUSE), released by the NSO under MoSPI as the quarterly edition of the annual ASUSE, addresses this gap and makes formalisation a continuously observable process [1].

Filling the data-frequency gap

  • The first QBUSE covered January–March and April–June 2025, moving the sector from an annual snapshot to high-frequency estimation [1].
  • Sample size was enlarged over the previous ASUSE round to keep quarterly estimates robust [1].
  • Coverage spans manufacturing, trade and other services (construction excluded), the very segments where informality concentrates [1].

Direct evidence of formalisation

  • In Q1 2026, establishments crossed 9.16 crore (16.69% YoY) and employment 15.17 crore (15.51% YoY) — the 15-crore mark breached for the first time [2].
  • About 41% of establishments reported some form of official registration — a measurable formalisation indicator [2].
  • Roughly 81% used the internet for business and a similar share accepted cashless payments, showing UPI/Digital India penetration into micro-enterprises — digital trails that themselves aid formalisation [2].

Strengthening evidence-based governance

  • Rural establishment growth (20.46%) outpaced urban (12.59%), signalling non-farm diversification and guiding targeted MSME and credit interventions [2].
  • Women's share in sector employment (~29%) offers a trackable gender-participation metric [2].
  • Timelier inputs improve GVA compilation, scheme monitoring and course-correction within the year rather than after it.

QBUSE thus converts formalisation from an inference into a measurement, complementing PLFS and Udyam registration data. Its promise now rests on maintaining a stable quarterly cadence, disaggregated state-level release and integration with administrative databases. Sustained through such rigour, it can anchor an inclusive, evidence-led growth strategy consistent with the Directive Principle of securing adequate livelihood for all.
