Defence electronics covers radars, sensors, communication and electronic-warfare systems. It is the nervous system of modern warfare and an area where India has long relied on imports. Defence PSUs like Bharat Electronics Ltd. (BEL) are the main channel that turns Aatmanirbhar Bharat into delivered hardware, but with clear limits.
Role of DPSUs like BEL
- Taking lab designs to production: BEL builds systems designed by DRDO. The Ashwini Low-Level Transportable Radar (₹2,906 crore, IAF) was developed by DRDO's LRDE, and BEL is producing it [1].
- Anchor for indigenous procurement: BEL's orders are placed under Buy (Indian-IDDM), the top-priority category of DAP 2020 [6]. The Air Defence Fire Control Radar contract (about ₹2,000 crore) requires at least 70% indigenous content [2]. The Mountain Radars contract (₹1,950 crore) is in the same category [3].
- Response to new threats: the LLLR-I radar (₹770 crore) can detect mini- and micro-drones [5]. Its contract was signed about ten months after the DAC gave its Acceptance of Necessity (AoN) in December 2025 [4].
- Supplier ecosystem: supply chains for components and raw materials bring in MSMEs [2].
- Strategic security: a state-owned supplier lowers the risk of embargoes and keeps sensitive technology under Indian control.
Limitations
- Concentration risk: four BEL radar contracts worth about ₹7,600 crore were signed in roughly 19 months [1][2][3][5]. A delay at this one firm can hold up Army and IAF programmes at the same time.
- Unclear indigenous content: the LLLR-I deal was reported without its procurement category or the number of units [5].
- Limited competition: there is less pressure on cost and delivery time, and private electronics firms get fewer chances to grow.
- Component dependence: some critical inputs, such as advanced semiconductors, are still imported.
Way forward
- Transparency: publish the indigenous-content share and delivery milestones along with each contract's value.
- Speed: use DAP's single-stage approval for smaller cases [6] to keep pace with fast-changing counter-drone technology.
- Wider base: make DPSUs system integrators that buy from private firms and start-ups.
BEL has turned DRDO designs into deployed capability and made buying Indian the default. Real Aatmanirbharta, however, needs a broad and competitive domestic industry rather than a single champion. Building that base with transparency and speed would make self-reliance in defence electronics last, in line with the Make in India goal.
