Quality deliberation depends on three things: adequate time, detailed scrutiny, and an inclusive hearing. Under the Rules of Procedure and Conduct of Business in Lok Sabha, both the allotment of time and the conduct of debate rest with the Speaker, who also chairs the Business Advisory Committee (BAC) [1].

Role of the Speaker

  • Regulator of debate: decides admissibility of business, maintains order, and issues Directions that supplement the Rules [1].
  • Allocator of floor time: in consultation with party leaders, the Speaker either allots time to an individual MP or divides it between parties by their strength; the party leadership then chooses who speaks in its slot [2].
  • Gatekeeper of scrutiny: refers Bills to Departmentally Related Standing Committees and appoints committee chairpersons — including of the Committee on the Welfare of SCs and STs (30 members: 20 from Lok Sabha, 10 from Rajya Sabha), a forum where every member gets a turn [3].

Role of the Business Advisory Committee

  • Chaired by the Speaker, it recommends the time to be allotted to each stage of Government Bills and other business referred to it [1].
  • Meeting at the start of each session, it fixes the weekly timetable, giving predictability and protecting Private Members' business.

Where the system falls short

  • In the 17th Lok Sabha, 35% of Bills were passed with under an hour of discussion, only 16% were referred to Committees, just 9% saw recorded voting, and about 80% of the Budget was voted without discussion [4].
  • Party-wise allotment leaves small-ally and first-time MPs — including many from reserved constituencies — last in the queue [2].

The Speaker and the BAC are thus not merely schedulers but custodians of deliberative quality. Fixing a minimum debate time per Bill before listing, making committee referral the norm rather than the exception [5], and publishing MP-wise speaking-time data would convert procedural discretion into assured deliberation — strengthening Parliament's accountability function envisaged by the Constitution.
