High-Performing Panchayats are Gram Panchayats (GPs) graded by the Panchayat Advancement Index (PAI), a composite tool of the Ministry of Panchayati Raj to measure GP progress on Localised Sustainable Development Goals (LSDGs) aggregated into 9 themes [S1][S2].
Relevant for UPSC GS-II (devolution, local self-government, 73rd Amendment) and GS-III (SDG localisation, rural development).
