8. What OneTag Fixes, and What Still Breaks at the Toll Plaza

  • Changing the bank does not clear the things that actually stop a tag at the gate
  • A FASTag can be blacklisted (switched off by the bank so it stops working) even when money is left in it, if the user's KYC (the identity papers a bank must keep on file) is incomplete [4].
  • Switching issuer bank does not by itself complete that KYC. The same paperwork gap can follow the user to the new bank.

  • The bigger daily problem is the 'loose FASTag', and OneTag does not touch it

  • Many users keep the tag loose in the car instead of sticking it on the windscreen. NHAI says this causes lane jams, false chargebacks (wrong-payment complaints raised against a toll that was actually correct), and misuse in closed-loop tolling [8].
  • NHAI's answer to that is blacklisting the reported tag [8] and charging double toll where the tag is not fixed on the windshield [12] — a penalty route, not a portability route.

  • So OneTag is a customer-relationship reform, not a plaza-performance reform. It changes who holds your account. It does not change what happens in the lane.

9. Why More Bank Choice Buys Less Than It Sounds

  • Your bank does not decide what you pay at the toll
  • Toll rates are fixed by the government under the National Highways Fee (Determination of Rates and Collection) Rules, 2008 [10].
  • The tag is the same, the reader at the plaza is the same, the rate is the same. So the new bank cannot offer you a cheaper crossing.

  • What is left for banks to compete on is small

  • Recharge app quality, how fast a wrong deduction is settled, and how the security deposit is handled.
  • That is real, but it is a narrow slice of a highway user's cost.

  • NHAI is itself moving the money-saving product away from banks

  • The FASTag Annual Pass — ₹3,000 for 1 year or 200 crossings — is sold by NHAI through its own app, not by issuer banks [5].
  • The more that pass spreads, the less the choice of issuer bank matters to the user's bill.

  • Honest concession: complaint handling is exactly where FASTag users get stuck, and NHAI has to run a 24x7 1033 helpline partly for FASTag and fee complaints [10]. Portability gives a badly served user a way out. That is a genuine, if modest, gain.

10. The Case Against It: 'A New Tag Is Cheap — Why Build Portability?'

  • The strongest objection: a fresh FASTag is a low-cost item. Building a three-agency portability system (NHAI–IHMCL–NPCI) to avoid buying one looks like a heavy answer to a light problem.
  • Why the objection is still partly wrong
  • Under One Vehicle, One FASTag, keeping more than one tag for the same vehicle is discouraged [4]. So 'just buy a new one' is not clean — the old tag has to be dealt with, and a leftover active tag is itself a blacklisting risk [4].
  • Without an exit, an issuer bank has little reason to fix an account that has been blacklisted with money still in it [4]. The right to leave is the pressure.

  • What the objection gets right

  • Portability will not add a single lane or cut a single second of waiting. NHAI's own service promise at plazas is a 10-second per-vehicle waiting time, and all lanes were made FASTag lanes from midnight of 15/16 February 2021 [9].
  • If queues return, no amount of issuer-switching will help.

11. The Weak Link Is Fee Collection on the Ground, Not the App

  • Audit has already found money collected wrongly at plazas
  • CAG flagged excess user fee collected during a delayed period at the Hebbalu and Chalageri fee plazas in Karnataka; NHAI's reply was that the delay in cutting rates was small and the extension came from COVID-19 [10].
  • NHAI has also debarred 14 agencies for irregular activities in fee collection at toll plazas [11].
  • So the layer under the app — private agencies collecting fee at the gate — is the part that has failed audit, and an app feature does not audit it.
