5. Multi-Dimensional Analysis
Economic
- The West Bengal CM said a successful IEW 2027 would attract investment, expand existing projects and create jobs in the state [1].
- IEW is framed as a platform to scale innovation and improve efficiency across the hydrocarbon and wider energy value chain [1].
- It is part of a pattern of India using large conclaves to seek global investment in its energy sector. At IEW 2024, the PM invited the world to invest in India's energy sector [6].
Geopolitical / Strategic
- India is described as the world's fastest-growing major economy, so its energy choices "have implications well beyond its borders" [1].
- IEW 2027 explicitly focuses on energy security and affordability for the Global South [1].
- Multilateral participation at IEW 2026 spanned an energy dialogue forum (IEF), a regional grouping (BIMSTEC) and a Eurasian trade bloc (EAEU). Ministers came from both producer countries (UAE, Oman, Brunei) and consumer countries [1].
Environmental
- IEW 2027 aims to balance energy security and affordability with the move to cleaner energy [1].
- Transition areas on show include hydrogen and biofuels [1]. Past precedents are the E20 launch in 2023 [5] and the Hydrogen Zone in 2026 [10].
Scientific / Technological
- The programme emphasises digitalisation and AI and "technology-led progress" in the energy sector [1].
- IEW 2026 added a Nuclear Energy Zone, which widened the event's scope beyond hydrocarbons [2][3].
Governance / Federal
- Rotating host cities (Karnataka, Goa, Delhi, West Bengal) spread the event's benefits across regions. The Union ministry and the state government announced Kolkata together, an example of cooperative federalism [1].
- Bringing IEW to the East for the first time gives regional businesses and institutions access to international partners [1].
6. Recent Developments (last 12–18 months)
- February 2025: IEW 2025 held at Yashobhoomi, New Delhi, 11–14 February [8].
- 27–30 January 2026: IEW 2026 held in Goa. The PM addressed it by video conference [9], and a Hydrogen Zone was inaugurated [10].
- IEW 2026 outcomes: 75,000+ professionals, 700+ exhibitors, 120+ countries and 17 foreign Ministers/Deputy Ministers [1].
- 28 September 2026: Kolkata announced as host of IEW 2027 (28–31 January 2027) [1].
7. Prelims Hooks
- IEW is held under the patronage of the Ministry of Petroleum and Natural Gas, not the Ministry of Power or MNRE [1].
- IEW is organised by FIPI (Federation of Indian Petroleum Industry), with Informa Markets as conference organiser [1].
- The first IEW was held in Bengaluru in February 2023 and was inaugurated by the PM [4].
- E20 fuel was launched at IEW 2023 at 84 outlets in 11 States/UTs [5].
- Goa hosted IEW twice, in 2024 and 2026 [6][2].
- IEW 2025 was held at the Yashobhoomi Convention Centre, New Delhi [8].
- IEW 2027 is the 5th edition and the first in eastern India [1].
- IEW 2027 venue: New Town Convention Centre, Kolkata, 28–31 January 2027 [1].
- IEW 2027 theme: "Unlocking Innovation. Securing Energy. Shaping Tomorrow." [1]
- IEW 2026 hosted 17 foreign Ministers/Deputy Ministers and organisations including IEF, BIMSTEC and EAEU [1].
- IEW 2026 had participants from 120+ countries and 6,500+ conference delegates [1].
- IEW 2026 added a Nuclear Energy Zone among 11 thematic zones [2][3].
- PIB called IEW 2025 the world's second-largest energy conference [8].
8. What the Deals Signed at IEW Actually Lock In
- The biggest deals at IEW are about buying more oil and gas, not about clean energy
- At IEW 2025, IOCL signed a USD 7 billion contract with ADNOC (UAE) to buy 1.2 MMTPA of LNG (liquefied natural gas; MMTPA = million tonnes per year) for 14 years, starting in 2026 [11].
- BPCL signed a five-year deal with ADNOC for 2.4 MMT of LNG. It also signed a contract to import up to 6 million barrels of crude from Petrobras, Brazil [11].
-
The clean-energy deals were much smaller: a wave-energy pilot in Mumbai and an MoU (a non-binding agreement) on sweet sorghum ethanol [11].
-
So the conclave's theme and its deals point in different directions
- IEW says it balances security with the move to cleaner energy [1].
- But a 14-year LNG contract ties India to imported fossil fuel until about 2040 [11].
-
Clean energy gets the exhibition zones. Fossil fuel gets the long, binding money.
-
The fair defence: gas is a 'bridge fuel'
- Gas burns cleaner than coal and oil. Long contracts also protect India from sudden price jumps in the spot market (one-time purchases at the day's price).
-
This is a real point. But it means IEW mainly helps diversify suppliers. It does not reduce import dependence.
-
MoUs are not investment
- Many IEW announcements are 'proposed' agreements or MoUs. Before IEW 2026, PIB listed shipbuilding deals and LNG MoUs as proposed outcomes [11].
- No public record tracks how many IEW MoUs later became signed contracts or real projects. So the 'investment' claim in the note cannot be checked.
9. The Problem a Conclave Cannot Fix: 85% Imported Crude
- India buys most of its oil from abroad, and this share is not falling
- India imports 85% of the crude oil it needs [12].
-
A Parliamentary Standing Committee found the figure was about 87% in 2022-23 [13].
-
Domestic production is shrinking, so imports fill the gap
- India's own crude oil production fell every year on average by 2.67% between 2014 and 2023. Net crude imports rose by 2.39% a year [12].
- For gas, it is the same story: domestic output grew only 0.98% a year, while gas imports grew 6.13% a year [12].
-
The Standing Committee also found 'unsatisfactory trends' in the ministry's capital spending and asked for more use in exploration [12].
-
Most oil comes from one unstable region
- Most of India's oil and gas imports come from the Middle East, which the Committee called geopolitically volatile [13].
- Spot purchases rose from 27.6% (2017-18) to 35.1% (2022-23) of imports. This makes India more exposed to sudden price jumps [13].
-
Asian buyers also pay an extra charge called the 'Asian premium' (a higher price than Western buyers pay for the same oil) [13].
-
The emergency stock is small, and its budget was just cut
- Strategic Petroleum Reserves (SPR: oil stored underground for use in a supply crisis) are below global standards [12].
- In Budget 2026-27, money for Strategic Oil Reserves fell 81%, to just Rs 200 crore [12].
-
A four-day conclave can sign supply deals. It cannot build storage or raise domestic output.
-
States also depend on petrol money, which slows the switch away from it
- Petroleum brings in 14% of the Centre's tax revenue and 15% of states' own tax revenue [12].
- This includes West Bengal, the IEW 2027 host. A fast shift away from oil would hit both budgets.
10. Why the Eastern Venue Can Mean More Than Tourism
- The East is India's gateway to its energy-poor neighbours
- At IEW 2025, IOCL signed its first LNG export deal, with Nepal's Yogya Holdings: 1,000 tonnes a year sent by cryogenic trucks (trucks that keep gas liquid at very low temperature) [11].
- That gas moves through the Dhamra Terminal in Odisha, an eastern port [11].
-
BIMSTEC (a group of Bay of Bengal countries) attended IEW 2026 [1]. A Kolkata venue sits right next to these markets.
-
But a venue alone does not bring projects
- The West Bengal CM's promise of jobs and investment [1] depends on deals that are actually signed and built. As shown above, IEW deals are mostly import contracts signed by Central PSUs, not new plants in the host state [11].
- The real test for Kolkata is whether eastern gas pipelines, terminals and neighbour-supply deals get signed there.
11. What Parliament Has Already Told the Ministry to Do
- MoPNG should buy oil from more countries, not just more oil
- The Standing Committee on Petroleum and Natural Gas (December 2023) asked the ministry to diversify crude and gas imports beyond the Middle East [13].
-
IEW is a good place for this. The Petrobras (Brazil) crude deal of 2025 is one example [11].
-
MoPNG should work with other buyer countries on price
- The Committee asked the ministry to join other importing countries to reform how producers set crude prices, and to remove the Asian premium [13].
-
IEW 2027's Global South focus [1] fits this: many Global South countries are also oil buyers facing the same price.
-
MoPNG should settle more oil trade in rupees
-
The Committee asked the government to remove obstacles to paying for crude in rupees [13]. This lowers the need for dollars when oil prices spike.
-
MoPNG should move more oil by pipeline
-
Only 49% of crude is moved by pipeline today. The Committee asked for pending pipeline projects to be finished [13].
-
MoPNG should cut oil demand, not only secure supply
- The Committee asked for an expert group on policies to reduce fossil fuel demand, through green hydrogen, electric vehicles and biofuels [13].
- These are the same themes IEW puts on display [1]. The gap is that the display is not yet matched by binding deals of the same size as the LNG contracts [11].
12. Anchors for Answers
- Data: India imports 85% of its crude oil requirement [12]; about 87% in 2022-23 [13]
- Data: Domestic crude production fell by 2.67% a year on average (2014–2023), while gas imports grew 6.13% a year [12]
- Data: Budget 2026-27 cut the Strategic Oil Reserves allocation by 81%, to Rs 200 crore [12]
- Data: Spot purchases rose from 27.6% (2017-18) to 35.1% (2022-23) of crude imports [13]
- Report/Committee: Standing Committee on Petroleum and Natural Gas, Review of Policy on Import of Crude Oil, December 2023: diversify imports, remove the Asian premium, allow rupee settlement, build more pipelines [13]
- Comparison: At IEW 2025, IOCL signed a USD 7 billion, 14-year LNG deal with ADNOC, while its clean-energy deals were only pilots and MoUs [11]
- Scheme: PM Ujjwala Yojana: LPG refill rates remain low, which shows that affordability, not only supply, limits energy access [12]
13. Mains Relevance
- GS-III: Infrastructure (energy); investment models; energy security; conservation and environment (energy transition); science and technology (hydrogen, AI).
- GS-II: International relations, including energy diplomacy, the Global South, and regional and global groupings (BIMSTEC, EAEU, IEF).
- Possible question stems: 1. "India's energy choices have implications well beyond its borders." Examine how India balances energy security, affordability and decarbonisation. (GS-III, 15 marks) 2. Discuss the role of global conclaves such as India Energy Week in advancing India's energy diplomacy with the Global South. (GS-II, 10 marks) 3. Evaluate the prospects and challenges of biofuels and green hydrogen as pillars of India's energy transition. (GS-III, 15 marks)

15. Common Errors / Trap Areas
- Wrong ministry: IEW is under MoPNG, not MNRE or the Ministry of Power. The organiser is FIPI, not NITI Aayog or CII [1].
- Edition and venue sequence: Bengaluru (2023) → Goa (2024) → New Delhi (2025) → Goa (2026) → Kolkata (2027). Goa has hosted twice, and Kolkata is the 5th edition, not the 4th [1][6][8].
- Timing: Earlier editions were in February. The 2026 and 2027 editions are in late January [4][8][2][1].
- Figures: Pre-event PIB releases for 2026 projected 600+ exhibitors [2], while the 2027 release reports 700+ exhibiting companies for 2026 [1]. For recall, use the post-event figure.
- "Second-largest energy conference" was PIB's description of IEW 2025, not a permanent title [8].
