3. Background & Evolution
IAF Air Force Day celebrations
- The 2026 programme marks the 94th anniversary of the IAF. That puts the founding year at 1932 (2026 − 94) [1].
- 2023 (91st anniversary): the parade moved to Prayagraj, with a flypast over the Sangam area. The IAF called this a new tradition of holding Air Force Day celebrations in different parts of the country. A separate air display was held near Bhopal on 30 Sep 2023 [5].
- 2024 (92nd anniversary): an air show at Chennai featured the Akash Ganga, Surya Kiran and Sarang teams [4].
- 2026 (94th anniversary): the display moves to Varanasi (Namo Ghat), themed "Wings over Ganges" [1].
RBI technology infrastructure
- RBI annual reports describe an Enterprise Computing and Cybersecurity Training Institute (ECCTI) being set up as a campus at Bhubaneswar. They say advanced training for RBI officers had started while construction was still in progress. The stated aim is a "safe and responsible cyber culture" within RBI [2][3].
- RBI annual reports state that RBI's second greenfield data centre achieved Tier IV certification for its design [2][3].
- 2026: the PIB release says the Bhubaneswar facility is certified to Uptime Institute Tier IV and hosts four data centres [1].
Textile ecosystem (context)
- PM MITRA (Pradhan Mantri Mega Integrated Textile Region and Apparel) parks: seven sites were announced, including Lucknow (UP) [6].
- The Warangal (Telangana) PM MITRA Park was inaugurated by the PM and described as the country's first functional PM MITRA Park [7].

5. Multi-Dimensional Analysis
Economic
- The Varanasi unit adds to UP's textile and apparel manufacturing ecosystem and supports manufacturing-led growth and industrial investment [1].
- Because the unit sells to a global customer base, it ties Varanasi into export-oriented value chains [1].
- PM MITRA parks are meant to hold the entire value chain, from spinning and weaving through processing, dyeing and printing to garment-making. The Varanasi plant is a private unit and is not presented as part of PM MITRA [6][1].
Social / Gender
- The garment unit is billed as a "powerful symbol of women-led development", with jobs aimed especially at women [1].
- The same theme came up at Warangal, where the PM said the park would create large-scale jobs especially for women [7].
Strategic / Security
- Navy and Army aircraft flying in an IAF display shows jointness, which links to theatre-command reforms [1].
- The line-up includes indigenous platforms (Tejas, LCH Prachand) alongside imported ones (Rafale) and licence-built ones (Su-30MKI). This is a useful hook for Atmanirbharta in defence [1].
- Holding the display at a civilian riverfront venue outside the traditional Hindon setting follows the IAF's policy of rotating venues since 2023 [5][1].
Scientific / Technological
- Tier IV design gives a secure, resilient, scalable computing base for payment and settlement systems, which are core financial-market infrastructure [1].
- The institute is a dedicated platform for cybersecurity and enterprise-technology training, research and capacity-building across the sector [1].
- Its focus on quantum computing connects to preparing for post-quantum cryptography in banking [1].
Governance / Institutional
- The facility is meant to strengthen RBI's standing among central banks as a leader in digital infrastructure [1].
- It provides capacity-building for the broader financial sector, not only for RBI itself [1].
Federal / Regional
- Siting a critical national financial facility in Odisha spreads infrastructure geographically beyond Mumbai, which also aids disaster-recovery planning [1].
6. Recent Developments (last 12–18 months)
- 2025–26: the PM inaugurated the Warangal PM MITRA Park, the first functional one [7].
- March 2026: the Ministry of Textiles told Parliament there is currently no proposal to set up new parks under PM MITRA [8].
- 24 Oct 2026: PIB announced the PM's visit [1].
- 25 Oct 2026: inaugurations in Varanasi and Bhubaneswar, plus the 94th-anniversary air display [1].
7. Prelims Hooks
- The RBI Data Centre and Cybersecurity Training Institute is in Bhubaneswar, Odisha [1].
- The Bhubaneswar facility is certified Uptime Institute Tier IV, the highest tier of operational resilience [1].
- It is among the largest Tier IV-certified BFSI facilities worldwide [1].
- It comprises four data centres hosting mission-critical payment and settlement systems [1].
- The institute will focus on Quantum Computing, AI and frontier technologies for BFSI [1].
- The theme of the Air Force Day Aerial Display-2026 is "Wings over Ganges" [1].
- The 2026 display marks the 94th anniversary of the IAF [1].
- The venue is Namo Ghat, Varanasi [1].
- Sarang is the IAF's helicopter display team; Surya Kiran is its aerobatic (aircraft) team [1].
- LCH "Prachand" (Light Combat Helicopter) took part in the 2026 display [1].
- The 2023 Air Force Day parade was held at Prayagraj, the first under the new rotating-venue tradition [5].
- The new garment facility in Varanasi belongs to Arvind Limited [1].
- UP's PM MITRA Park is at Lucknow (about 1,000 acres, PPP Master Developer model) [6].
- The first functional PM MITRA Park is at Warangal, Telangana [7].
8. A Tier IV Badge Protects the Building, Not the Software
- Tier IV is a promise about power, cooling and hardware
- The Uptime Institute certifies data centre infrastructure (the building and its machines). It does not certify the software or the people running it [1].
-
So Tier IV means the site keeps running if a power line or a cooling unit fails. It says nothing about a bad code update or a hacker.
-
The 2024 CrowdStrike outage shows the gap
- In September 2026, an RBI Deputy Governor described the 2024 CrowdStrike outage as a case where one faulty software update caused widespread disruption. He noted it was not a cyberattack [9].
- The same update reaches every server in a Tier IV building at once. Spare power cannot stop it.
-
His lesson for banks was controlled software deployment (releasing updates slowly and in stages), proper testing, and fallback arrangements [9].
-
One campus, four data centres, the most critical systems
- Bhubaneswar has four data centres that host mission-critical payment and settlement systems [1].
- The PIB release does not say whether this is RBI's main site, its backup site, or both [1].
- This matters because a backup only helps if a problem at one site cannot spread to the other. An aspirant should not assume either answer.
9. Why the Weakest Link Sits Outside RBI's Own Walls
- Attackers go for the small bank, not the central bank
- In 2018, attackers broke into a cooperative bank's ATM switch (the system that sends ATM requests to the bank). They then misused the SWIFT network (the global messaging system banks use to move money between countries) [9].
- RBI uses this case to show that a weak point where payments enter the system can get past normal controls [9].
-
A stronger RBI data centre does not fix a weak cooperative bank connected to the same payment system.
-
Shared vendors turn one failure into many
- RBI's warning: a dependency that looks manageable for one bank becomes a concentration risk (risk from too many players relying on one supplier) when many banks use the same provider [9].
-
RBI's position: "Technology may be outsourced, but not the accountability" [9].
-
So the training institute will be judged by how far it reaches
- The institute is meant to build capacity for the broader financial sector, not just RBI [1].
- Its real test is whether staff from cooperative and smaller banks get trained, not only RBI officers.
- RBI's own list of requirements includes managing third-party dependencies and testing recovery and operational resilience [9]. Those give a fair yardstick for judging the institute's work.
10. One Women-Led Factory Against a Large Gap in Women's Work
- The gap the factory is meant to close is still wide
- Female LFPR (labour force participation rate: the share of people working or looking for work) rose from 37.0% in 2022-23 to 41.7% in 2023-24 [10].
-
Male LFPR was 78.8% in the same year [10]. Fewer than half as many women as men are in the labour force.
-
The release gives the label but not the numbers
- PIB calls the unit a "powerful symbol of women-led development" but gives no figure for jobs, wages or contract type [1].
-
Without these, "women-led" cannot be checked. A Mains answer should treat it as a claim, not as evidence.
-
The public scheme has paused while private units move ahead
- Only Warangal has a functional PM MITRA Park so far [7].
- In March 2026 the Ministry of Textiles told Parliament there is no proposal for new parks [8].
- The Varanasi plant is a private Arvind unit outside PM MITRA [1]. So for now, new textile jobs in UP depend on private firms choosing to invest, not on the scheme's integrated parks.
11. Why a Joint Flypast Is Not Yet Jointness
- Flying together for a display is not fighting together
- Navy and Army aircraft take part in the IAF display [1]. This needs one shared flight plan for a single day.
- Theatre commands (one commander controlling the land, sea and air forces in a region) need shared plans, budgets and command chains in everyday operations. The release describes nothing of that kind [1].
-
Use the display as a symbol of jointness in an answer, not as proof that theatre-command reform has progressed.
-
Moving the venue is a choice about public reach
- Since 2023, the IAF has held its celebrations in different cities: Prayagraj, Chennai, now Varanasi [5][4][1].
- This brings the forces to new audiences. It is a public-outreach decision, not a change in capability.
12. Anchors for Answers
- Data: Female LFPR was 41.7% in 2023-24 (up from 37.0% in 2022-23), against a male LFPR of 78.8% (PLFS) [10]
- Report/Committee: RBI Deputy Governor's speech "From Digital Banking to Resilient Banking" (RBI Bulletin, Sept 2026). It covers third-party concentration risk, outages and the line "Technology may be outsourced, but not the accountability" [9]
- Law/Case: Payment and Settlement Systems Act, 2007, the legal basis for the payment systems hosted at Bhubaneswar. Also the 2018 cooperative bank ATM-switch and SWIFT attack [9]
- Comparison: The 2024 CrowdStrike outage, where one faulty update caused global disruption without any cyberattack. It shows the limits of hardware resilience such as Tier IV [9]
- Scheme: PM MITRA. Only Warangal is functional, and in March 2026 the Ministry said there was no proposal for new parks [7][8]
13. Mains Relevance
- GS-III: indigenisation of technology; Indian economy and industrial growth (textiles); cybersecurity and critical infrastructure; banking and payment systems; security forces and their mandate (jointness).
- GS-I: role of women; effects of industrialisation.
- GS-II: institutions (RBI) and capacity-building.
- Possible question stems: 1. Critical financial infrastructure is now a frontline of national security. Discuss with reference to RBI's recent investments in Tier IV data centres and cybersecurity capacity-building. (GS-III, 15 marks) 2. Labour-intensive sectors like textiles can turn India's demographic dividend into a gender dividend. Examine with examples of recent women-led manufacturing initiatives. (GS-III/GS-I) 3. Jointness among the three services is a prerequisite for theatre commands. Assess the progress and challenges. (GS-III)

15. NCERT Concepts to Revise
- Financial infrastructure (Economy): The RBI data centre hosting payment and settlement systems is core financial infrastructure, central to the note's argument.
- Data centre (Geography): Explains what a data centre is and why Tier IV resilience matters for the Bhubaneswar facility.
- Digital payments (Economy): The data centre runs mission-critical payment systems, so understanding digital payments shows what is being protected.
- Labour force participation rate (Economy): Female participation figures (41.7% vs 78.8% for men) frame the women-led garment unit claim.
- PM MITRA parks (Geography): Textile parks scheme is the policy backdrop; Lucknow and Warangal appear, and the Varanasi unit is outside it.
- Labour-intensive sectors (Economy): Textiles and garments are labour-intensive, which is why the Varanasi unit matters for jobs, especially for women.
16. Common Errors / Trap Areas
- Sarang vs Surya Kiran: Sarang flies helicopters, Surya Kiran flies jets [1]. Don't mix them up with "Akash Ganga", which is the skydiving team [4].
- Tier IV credit: the Uptime Institute certifies data centre infrastructure, not the training institute. Earlier RBI reports tied the Tier IV design certification to the second greenfield data centre [2][3][1].
- Wrong state: the RBI facility is in Bhubaneswar (Odisha), not Varanasi. The Varanasi stops are the garment unit and the air display [1].
- Wrong scheme: the Arvind unit is a private facility. Do not label it a PM MITRA Park. UP's PM MITRA site is Lucknow [1][6].
- Anniversary vs date: this display is on 25 Oct, but the event commemorates the 94th anniversary. Don't calculate the anniversary number from the display date [1].
