PM MITRA parks
Also called: PM Mega Integrated Textile Region and Apparel parks · Topic: Manufacturing Industries of India: Location and Distribution · NCERT: Beyond NCERT
Meaning
PM MITRA parks (PM Mega Integrated Textile Region and Apparel parks) are 7 large textile parks approved in March 2023. The sites are Virudhunagar (Tamil Nadu), Warangal (Telangana), Navsari (Gujarat), Kalaburagi (Karnataka), Dhar (Madhya Pradesh), Lucknow (Uttar Pradesh) and Amravati (Maharashtra). Each park puts the whole textile value chain, from spinning to garmenting, in one place [2].
They matter because India's textile industry is strong in spinning but weak and scattered in weaving. The parks are the government's main plan to fix this gap and raise exports and jobs.
Explanation
The problem the parks try to solve
- The textile value chain (every step from raw material to finished product) runs: fibre → yarn → fabric → processing (dyeing, printing) → garments (NCERT Fig. 6.1).
- Spinning is centralised. Making yarn from fibre is concentrated in Maharashtra, Gujarat and Tamil Nadu.
- Weaving is decentralised. Making cloth from yarn is spread over many small units:
- handloom (looms worked by hand at home)
- powerloom (small units with electric looms)
-
mills (large factories)
-
Result:
- India makes good yarn, but much of its cloth is of lower quality.
- A lot of yarn is exported.
- Imported fabric fills the gap at the top end.
How a PM MITRA park works
- "Integrated" means all the steps sit inside one park:
- spinning
- weaving
- processing (dyeing, printing)
- garmenting (stitching clothes)
-
export support
-
Firms do not have to move goods between distant places, so cost and time fall.
- The '5F' vision: Farm → Fibre → Factory → Fashion → Foreign [3].
- Cotton from the farm becomes fibre.
- The fibre is made into cloth in the factory.
- The cloth becomes fashion goods, which are then sold foreign, meaning exported.
Size of the scheme
- Outlay: ₹4,445 crore over 7 years, up to 2027-28 [2].
- Expected gains from each park [3]:
- about ₹10,000 crore of investment, both Indian and foreign
- about 3 lakh direct and indirect jobs
Why these sites were chosen (spatial logic)
- Near raw material: Amravati, Warangal, Kalaburagi and Dhar are in or near cotton-growing black-soil areas.
-
Black soil (regur) of the Deccan Lava Plateau holds moisture, and cotton needs it.
-
Near ports and existing clusters (groups of linked firms in one place):
- Navsari is close to Surat, a centre for synthetic textiles.
-
Virudhunagar is close to the Tiruppur-Madurai cluster.
-
Lucknow brings the scheme to the large market and labour pool of the north.
Where it occurs
- Who runs it: the Union Government's Ministry of Textiles. The 7 parks were approved in March 2023 [2].
- The seven sites [2]:
| State | Site | Location logic |
|---|---|---|
| Tamil Nadu | Virudhunagar | Near the Tiruppur-Madurai cluster |
| Telangana | Warangal | Cotton belt of the Deccan |
| Gujarat | Navsari | Near Surat and the ports |
| Karnataka | Kalaburagi | Black-soil cotton area of north Karnataka |
| Madhya Pradesh | Dhar | Black-soil cotton area of the Malwa plateau |
| Uttar Pradesh | Lucknow | Large market and labour in the Ganga plains |
| Maharashtra | Amravati | Vidarbha cotton belt |
- Spread: 3 parks are in the south (TN, Telangana, Karnataka), 2 in the west (Gujarat, Maharashtra) and 2 in central and north India (MP, UP).
- No park is in the old jute state of West Bengal or in Punjab.
Don't confuse with
- Amravati (Maharashtra) vs Amaravati (Andhra Pradesh): the PM MITRA park is at Amravati in Vidarbha, Maharashtra. Amaravati is the capital region of Andhra Pradesh, and it has no PM MITRA park.
- Tiruppur knitwear cluster: Tiruppur is an old cluster that grew on its own on the Noyyal river in Tamil Nadu. It is known for knitwear and court-ordered ZLD (Zero Liquid Discharge: a factory treats and reuses all its waste water and releases none). It is not a PM MITRA site. The Tamil Nadu park is at Virudhunagar.
- Hugli jute belt: this is a jute mill belt along the Hugli river in West Bengal, and it grew near raw jute and water transport. PM MITRA parks are mainly cotton and apparel parks. None of them is in West Bengal.
- Khadi and KVIC: Khadi is hand-spun, hand-woven cottage industry, supported by the KVIC (statutory body under the KVIC Act 1956). PM MITRA is the opposite end: large, integrated, export-oriented factory parks.
Prelims Hooks
- Site–state pairs: Virudhunagar–Tamil Nadu, Warangal–Telangana, Navsari–Gujarat, Kalaburagi–Karnataka, Dhar–Madhya Pradesh, Lucknow–Uttar Pradesh, Amravati–Maharashtra [2].
- Trap: no PM MITRA park is in West Bengal or Punjab.
- Number and year: 7 parks, approved in March 2023, outlay ₹4,445 crore up to 2027-28 [2].
- '5F' vision = Farm → Fibre → Factory → Fashion → Foreign [3].
- Per park: about ₹10,000 crore of investment and about 3 lakh jobs [3].
- Black-soil cotton sites: Amravati, Warangal, Kalaburagi and Dhar. Port and cluster sites: Navsari (near Surat) and Virudhunagar (near Tiruppur-Madurai).
Mains Points
- Policy fix for a structural gap (GS-III, industry):
- India's spinning is strong and centralised, but its weaving is scattered and of low quality.
- So India exports yarn and imports top-end fabric.
-
PM MITRA brings the whole value chain into one park, under the 5F vision, with ₹4,445 crore for 7 parks [2][3].
-
Location logic (GS-I, industrial location):
- Four sites (Amravati, Warangal, Kalaburagi, Dhar) are near black-soil cotton, so raw material is close.
- Two (Navsari, Virudhunagar) are near ports and existing clusters, which helps exports.
-
This mixes the old raw-material pull with the market and port pull that shaped the Mumbai and Ahmedabad mills.
-
Jobs and regional balance:
- Textiles are India's second-largest employer after agriculture, with over 45 million direct jobs [1].
- Each park aims for about 3 lakh jobs [3].
- Parks in Vidarbha, Kalaburagi, Dhar and Lucknow can carry industry into less-developed interior regions.
- Lessons from Tiruppur show the parks also need shared waste-water treatment so that rivers are not polluted [4].
