5. Multi-Dimensional Analysis
Economic
- AIF assets (cold chain, silos, warehouses) target post-harvest losses and value addition. 521 projects worth about ₹4,950 crore show the scheme turning credit into physical assets [1][3].
- PM-KISAN puts ₹19,000 crore of direct liquidity into rural demand in one instalment [1].
- Horticulture clusters (about 1.46 lakh ha), together with processing (Sanadar potato plant, Palanpur ASRS), build a farm-to-processing value chain around the North Gujarat potato belt [1].
Scientific / Technological
- ET-IVF speeds up genetic gain by 10–20×. It is a shift from conventional artificial insemination toward embryo-based breeding [1].
- Bovine IVF is being promoted to conserve and develop Gir and Kankrej [9][10]. Using media has cut embryo production cost from ₹5,000 to ₹2,000 per embryo [9][10].
- The ASRS (Automated Storage and Retrieval System) brings warehouse automation to dairy logistics [1].
Environmental
- Bio-CNG from cattle dung turns dairy waste into clean fuel and links to circular-economy goals [1][11].
- Banas Dairy's plants also produce organic fertilizer as a by-product [11].
- Metro extensions support a shift to low-emission urban transport [1].
Social / Cultural
- Ek Bharat Shreshth Bharat in practice: Bharat Parv brings States and UTs together for cultural exchange [1].
- Rashtriya Ekta Diwas presents Sardar Patel's integration of India as a reference point for national unity [5].
- Cooperative dairying (Banas) spreads income across smallholder livestock keepers [11].
Internal Security
- This year's Ekta Parade emphasises gains against LWE [1].
- The NSD presentation on Naxal Mukt Bharat shows affected areas' path to peace and development [1].
- This reflects the security-plus-development approach to LWE [1].
Administrative / Governance
- The event mixes three project stages: foundation stone (Metro 2A/2B), inauguration and dedication (521 AIF projects). This tests whether you know each project's stage [1].
- Central schemes (AIF, PM-KISAN) are delivered through cooperatives and the State, which illustrates cooperative federalism [1][11].
6. Recent Developments (last 12–18 months)
- 30 Oct 2025: Rashtriya Ekta Diwas marked Sardar Patel's 150th birth anniversary, with Ekta Nagar as the main venue [5].
- Dec 2025: a Banas Dairy Bio-CNG and Fertilizer Plant was inaugurated in Vav-Tharad, and the foundation stone was laid for a 150-ton powder plant [11].
- 30–31 Oct 2026: the PM's Gujarat visit [1]:
- BBBRC inaugurated
- Bio-CNG plants at Tharad and Radhanpur
- 521 AIF projects dedicated
- PM-KISAN 24th instalment
- Ground-breaking in 12 horticulture clusters
- Metro 2A/2B foundation stones

7. Prelims Hooks
- BBBRC is at Bhildi, Banaskantha, covers 127 acres, and is India's first facility dedicated to the Kankrej breed [1].
- ET-IVF at BBBRC is expected to speed up breed improvement 10–20 times [1].
- Kankrej is a Gujarat breed. It is covered by RGM pedigree selection with Rathi, Tharparkar and Hariana [9][10].
- Using media has cut bovine IVF embryo cost from ₹5,000 to ₹2,000 per embryo [9][10].
- Banas Dairy Bio-CNG plants are at Tharad and Radhanpur, and use cattle dung as feedstock [1].
- The 24th PM-KISAN instalment is ₹19,000 crore [1].
- AIF is a ₹1 lakh crore facility. Cabinet approved it on 8 July 2020, and the PM launched it on 9 Aug 2020 [3].
- AIF gives 3% interest subvention on loans up to ₹2 crore for up to 7 years [4].
- 521 AIF projects, worth about ₹4,950 crore, were dedicated to the nation in Oct 2026 [1].
- 12 horticulture clusters cover about 1.46 lakh ha. Two are potato clusters in North Gujarat [1].
- Ahmedabad Metro 2A is the Airport extension (5 stations). 2B is the GIFT City–Shahpur extension (3 stations) [1].
- SH-41 (Ahmedabad–Mehsana) is being widened from 4 to 8 lanes [1].
- Rashtriya Ekta Diwas was first celebrated in 2014 and falls on 31 October [5][6].
- Ekta Nagar (formerly Unity Town) is in Narmada district, Gujarat [5].
- Ekta Prakash Parv is about night tourism and illumination. Bharat Parv is a States/UTs cultural showcase [1].
8. Why '521 Projects Dedicated' Does Not Mean 521 Working Assets
- AIF counts a loan when it is approved, not when the money arrives
- A sanction is a bank's approval of a loan. A disbursement is the money actually paid out. The headline AIF numbers are sanctions.
- By January 2025, about ₹56,334 crore had been sanctioned for 92,393 projects nationwide [12].
-
The government said this figure leaves out ₹924 crore of 'in-principle' sanctions given to PACS (Primary Agricultural Credit Societies) by NABARD [12]. So even the official total depends on what you choose to count.
-
There is a gap between approval and payment
- In Bihar, ₹1,440.80 crore had been sanctioned for 1,763 projects by 30 June 2025. Only ₹914.64 crore, about 63%, had been disbursed [13].
-
A cold store or silo stands only after the money is paid and the building is finished. So the number of sanctions overstates how much storage capacity actually exists.
-
What the exam answer should say
- The ₹1 lakh crore figure is the most that can be lent, not money already spent [2][3]. AIF is a credit facility with interest subvention, which means the government pays part of the interest on the loan [4].
-
It works only where farmers, FPOs (Farmer Producer Organisations) or cooperatives can take a bank loan and repay it. Strong cooperatives like Banas Dairy can do this, so a showcase district like Banaskantha is the easy case and does not represent the typical one.
-
What should follow
- The Ministry of Agriculture could report disbursed amounts and finished, working assets, not only sanctions. Bihar's own figures show the two numbers can differ by more than a third [13].
9. Who the ₹19,000 Crore Instalment Leaves Out
- Tenant farmers get nothing, by design
- PM-KISAN pays only farmers who have land in their own name [14].
- The government has said there is no proposal to include tenant farmers, who farm land they rent from someone else [14].
-
So the person who actually ploughs and sows may get no money, while an absentee landowner does.
-
Money has also reached people who should not get it
- Eligibility rests partly on self-declaration, meaning the farmer simply states that they qualify.
- In Assam, the State Government's own enquiry (May–July 2020) declared 11,72,685 of 31,20,430 beneficiaries ineligible, more than one in three [15].
-
CAG (Comptroller and Auditor General, India's top government auditor) found the State had no system to cross-check a farmer's claim about paying income tax [15].
-
The fix creates its own problem
- The Centre now stops payments to anyone who has not completed land seeding (linking land records to the farmer), Aadhaar-based payment and eKYC (online identity check) [14].
-
This removes ineligible names. But a genuine small farmer with outdated land records can also drop out until the paperwork is fixed.
-
Read the instalment number with care
- The ₹19,000 crore is cash support. It does not add to land, storage or productivity [1].
- This makes a good contrast with AIF in a Mains answer: PM-KISAN supports income now, while AIF builds assets that pay off over time.
10. Banas Dairy's Bio-CNG Works — The National Scheme Mostly Has Not
- The national target was missed by a huge margin
- SATAT (Sustainable Alternative Towards Affordable Transportation), launched in 2018, aimed for 5,000 CBG (Compressed Biogas) plants by 2023–24 [16].
- By 1 June 2022, oil companies had issued 3,263 Letters of Intent, which are promises to buy the gas. Only 35 plants had actually been commissioned (started running) [16].
-
By 1 November 2025, a little over 130 plants had been commissioned [17], still a tiny share of 5,000.
-
Why the plants did not come up
- The Parliamentary Standing Committee called the practice of giving many Letters of Intent to the same entrepreneur 'deceptive', because it inflated the pipeline on paper [16].
-
A Letter of Intent promises a buyer but no money to build. Without capital support, many small promoters could not finance a plant [16].
-
Why Banas Dairy is different
- A dairy cooperative already has a steady supply of dung from its own member farmers, its own capital, and a use for the by-product fertilizer [11].
-
Most standalone promoters have none of these. So the 'model for cooperatives nationwide' claim [11] fits places with large milk cooperatives, not the country in general.
-
What should follow
- The Standing Committee recommended bringing back Central Financial Assistance (money to help build plants) and moving to generation-based incentives, which pay per unit of gas actually produced [16].
- Paying for output, not for promises, rewards the plants that actually run.
11. The Gap Between '10–20× Faster' Breeding and National IVF Results
- Most transferred embryos do not become calves
- Under Rashtriya Gokul Mission, 36,536 embryos had been transferred into cows, but only 3,761 calves were born [18].
-
That is roughly one calf for every ten embryos transferred. Some pregnancies may still be under way, so the ratio is approximate.
-
Why this matters for the cost claim
- The note says embryo cost fell from ₹5,000 to ₹2,000 [9][10]. But if about ten embryos are needed for one calf, the cost per calf is many times the cost per embryo.
-
A farmer pays for a calf, not an embryo. The cost per calf is what decides whether the technology spreads.
-
The labs exist; whether they are used is the real question
- The Mission set up 24 ETT/IVF labs against a target of 10 [18]. ETT means Embryo Transfer Technology.
-
So building labs is not the limit. What limits results is how many embryos turn into calves, and whether ordinary farmers will pay.
-
How to use this in an answer
- BBBRC's '10–20×' figure [1] is a goal for a model centre. National data show how far average results still are from that goal [18].
- A balanced answer praises the conservation goal for Kankrej and also asks the government to publish success rates (calves born per transfer) for each lab.
12. Anchors for Answers
- Data: Only 35 CBG plants commissioned against 3,263 Letters of Intent (1 June 2022), with a target of 5,000 plants by 2023–24 [16]; over 130 commissioned by 1 Nov 2025 [17]
- Data: Under AIF, ₹56,334 crore sanctioned for 92,393 projects (Jan 2025) [12]; in Bihar, only about 63% of the sanctioned amount had been disbursed by 30 June 2025 [13]
- Data: Rashtriya Gokul Mission: 36,536 embryos transferred and 3,761 calves born, about 1 calf per 10 transfers [18]
- Data: In Assam, 11.7 lakh of 31.2 lakh PM-KISAN beneficiaries were found ineligible in a 2020 enquiry [15]
- Report/Committee: Parliamentary Standing Committee on Petroleum and Natural Gas, review of SATAT implementation (Dec 2022). It recommended Central Financial Assistance and generation-based incentives [16]
- Report/Committee: CAG audit of PM-KISAN (2022). It found no system to check farmers' self-declared income-tax status [15]
- Scheme: PM-KISAN pays landowners only, and there is no proposal to cover tenant farmers [14]. Contrast it with AIF, which is credit for building assets, not a cash transfer [4]
13. Mains Relevance
- GS-I: Post-independence consolidation and integration of the country (Sardar Patel); salient features of Indian culture (Bharat Parv).
- GS-II: Welfare schemes for vulnerable sections (PM-KISAN); Centre–State and cooperative delivery.
- GS-III:
- Agriculture: storage, transport, marketing, food processing, animal rearing economics
- Direct farm subsidies
- Infrastructure (Metro, roads, rail)
- Conservation (Bio-CNG)
- Biotechnology (IVF)
- Internal security (LWE)
Possible question stems:
- "Post-harvest infrastructure rather than production subsidies is the binding constraint on Indian farm incomes." Examine with reference to the Agriculture Infrastructure Fund.
- Discuss the role of assisted reproductive technologies and cooperative dairies in conserving indigenous cattle breeds while raising productivity.
- "Development is the most durable counter-insurgency strategy." Evaluate in light of recent gains against Left-Wing Extremism.

15. NCERT Concepts to Revise
- Interest subvention (Economy): AIF gives 3% interest subvention on loans, so government pays part of the interest; core to how the scheme works.
- Post-harvest losses (Economy): AIF's cold stores, silos and warehouses exist mainly to cut losses between harvest and sale.
- Cooperative society (Polity): Banas Dairy is a cooperative; its scale explains why its Bio-CNG and AIF projects succeed.
- Compressed biogas (Geography): Banas Dairy's Bio-CNG plants turn cattle dung into fuel under SATAT, whose target was largely missed.
- Integration of princely states (Polity): Ekta Diwas honours Sardar Patel, whose integration of princely states is the reason for the day.
- Animal husbandry (Economy): Kankrej breeding, IVF and dairying fall under livestock rearing, a key GS-III topic in this visit.
16. Common Errors / Trap Areas
- PM-KISAN launch date: PIB gives both 1 Dec 2018 [2] and 24 Feb 2019 [4]. A common reading is that 1 Dec 2018 is the date the scheme took effect and 24 Feb 2019 is the formal launch, but these two PIB sources do not say which is which. Read the MCQ wording carefully.
- AIF dates: 8 July 2020 is Cabinet approval and 9 Aug 2020 is the PM's launch [3]. AIF is a credit facility with interest subvention, not a grant fund [4].
- Ekta Diwas origin: it began in 2014, with the first event at Rajpath, Delhi, not Kevadia [5][6]. The 2026 event is the 151st anniversary, not the 150th [1].
- Metro 2A vs 2B: 2A is the Airport extension with 5 stations. 2B is GIFT City–Shahpur with 3 stations [1].
- Bharat Parv vs Ekta Prakash Parv: Bharat Parv is the cultural showcase and Ekta Prakash Parv is the illumination festival. Also keep foundation stone (starts a project), inauguration (opens a ready project) and dedication (hands over a completed project) apart [1].
