State highways

Meaning
State highways are roads that connect towns and districts within a state. State public works departments (PWDs) build and maintain them. Under the Constitution, roads and bridges are State List entry 13. In the road hierarchy, state highways sit between village or local roads and national highways. They carry traffic from districts onto the national network.
Example
A road linking a district headquarters to the state capital, built and maintained by the state PWD, is a state highway.
Don't confuse with
- National highways: these join cities across states. The central government (MoRTH/NHAI) builds them, and they come under Union List entry 23.
