Meaning

The Hyogo Framework for Action was a United Nations plan for 2005-2015. Its aim was to make nations and communities resilient to disasters, which means able to resist them and recover from them. Countries adopted it at Kobe, in Hyogo, Japan, in January 2005. This was just after the 2004 Indian Ocean tsunami. It set five priorities for action. In 2015 the Sendai Framework took its place.

Example

The framework was adopted in Kobe, Hyogo Prefecture, Japan, in January 2005. That same year, India passed its Disaster Management Act (December 2005).

Don't confuse with

  • Sendai Framework (2015-2030): Sendai replaced Hyogo. It shifted the focus from managing disasters to managing risk, and it has four priorities and seven global targets.
  • Yokohama Strategy (1994): this earlier plan was adopted at Yokohama, Japan, during the International Decade for Natural Disaster Reduction.
