Autonomous regional council
Topic: Special Provisions, Scheduled and Tribal Areas · NCERT: Beyond NCERT
Meaning
An autonomous regional council is a council under the Sixth Schedule, which covers tribal areas of Assam, Meghalaya, Tripura and Mizoram (Art. 244(2)). If a different tribe lives in one part of an autonomous district, that part can be made an "autonomous region" with its own regional council. Inside its own area, the regional council has powers like those of a district council: making laws on land, forests, village administration and customs, running village courts, and collecting certain taxes. This lets a smaller tribe keep its identity inside a larger tribal district.
Example
A Pawi-Lakher regional council once served the smaller tribes of the old Mizo district of Assam. Those areas later became today's Chakma, Lai and Mara councils in Mizoram.
Don't confuse with
- Autonomous district council: this covers a whole autonomous district. A regional council covers only one tribe's region inside such a district.
