Bordoloi Sub-committee
Also called: North-East Frontier (Assam) Tribal and Excluded Areas Sub-committee · Topic: Special Provisions, Scheduled and Tribal Areas · NCERT: Beyond NCERT
Meaning
The Bordoloi Sub-committee (1947) was a Constituent Assembly sub-committee on the tribal and excluded areas of Assam, chaired by Gopinath Bordoloi. It found that Assam's hill tribes had their own customs and their own ways of governing themselves, and that they feared losing their land to outsiders. It recommended elected district councils to protect these tribes. That idea became the Sixth Schedule (Arts. 244(2) and 275(1)), which today covers ten autonomous councils in Assam, Meghalaya, Tripura and Mizoram.
Example
The autonomous district councils of the Khasi, Jaintia and Garo Hills in Meghalaya, and of Karbi Anglong and Dima Hasao in Assam, follow the model of tribal self-rule that the Bordoloi Sub-committee proposed.
Don't confuse with
- Thakkar Sub-committee (1947): chaired by A.V. Thakkar, it studied tribal areas outside Assam. Its report shaped the Fifth Schedule and the Tribes Advisory Councils, not the Sixth Schedule.
