Division

Polity & Governance glossary

Also called: Division of votes, Recorded vote · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT

Meaning

A division is a formal vote in which each member's vote is counted and recorded. Today it is usually done electronically. A division is held when a member challenges the presiding officer's ruling on a voice vote. It shows exactly how many members voted on each side and who they were. This makes members accountable for their votes.

Example

On 20 September 2020, the farm bills were passed in the Rajya Sabha by voice vote, even though members demanded a division. According to PRS, only 9% of bills in the 17th Lok Sabha were passed by recorded vote.

Don't confuse with

  • Voice vote: the presiding officer judges which side shouted louder. Nothing is counted or recorded.
