Panel of vice-chairpersons
Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT
Meaning
The panel of vice-chairpersons is a group of Rajya Sabha members nominated by the Chairman. When both the Chairman and the Deputy Chairman are absent, one of them presides over the House. It is the Rajya Sabha's version of the Lok Sabha's panel of chairpersons. It lets the House keep working when its regular presiding officers are away.
Example
If the Chairman (the Vice-President) and the Deputy Chairman are both away during a sitting, a vice-chairperson from the panel takes the chair and conducts that day's business.
Don't confuse with
- Deputy Chairman of the Rajya Sabha: elected by the House, and next in line after the Chairman. Vice-chairpersons are nominated by the Chairman and come in only when both are absent.
- Panel of chairpersons: the Lok Sabha body of up to ten members, nominated by the Speaker.
