Panel of chairpersons
Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT
Meaning
The panel of chairpersons is a list of up to ten Lok Sabha members nominated by the Speaker. When both the Speaker and the Deputy Speaker are absent, a member of the panel presides over the House. The panel cannot preside when both offices are vacant, meaning no one holds them. In that case, a member appointed by the President acts as Speaker (Article 95(1)). The panel keeps the House running when its regular presiding officers are not in the chair.
Example
During a long sitting, the Speaker and the Deputy Speaker may both be away from the House for some hours. A member of the panel then takes the chair and conducts the business.
Don't confuse with
- Pro tem Speaker: appointed by the President when a new Lok Sabha meets. The pro tem Speaker swears in the new members and conducts the election of the Speaker.
