Polity & Governance glossary

Topic: Making of the Constitution: Constituent Assembly, Sources and Salient Features · NCERT: Class 11, Ch 2 "Rights in the Indian Constitution"

Meaning

The Nehru Report (1928) was prepared by an all-parties committee chaired by Motilal Nehru. It was an Indian draft of a constitution. It asked for dominion status (self-rule within the British Commonwealth), a bill of fundamental rights, joint electorates (all communities voting together) with reserved seats, and linguistic provinces (provinces drawn on the basis of language). It was an early demand for rights guaranteed by the constitution.

Example

Jinnah rejected the Nehru Report through his Fourteen Points (1929). The disagreement showed the growing split between the Congress and the Muslim League over how minorities should be represented.

Don't confuse with

  • Karachi Resolution (1931): the Nehru Report drafted a whole constitution with dominion status as its goal. The Karachi Resolution focused on rights and the economic programme.
