Notified area committee
Topic: Urban Local Government: Municipalities and Cities · NCERT: Beyond NCERT
Meaning
A notified area committee is a body that runs a town that is growing fast, or a town that does not yet meet the conditions to become a municipality. The state government sets it up through a notification, which is an official order published by the government. All its members, including the chairperson, are nominated by the state. None are elected. This fits badly with Art. 243Q of the 74th Amendment, which requires elected municipal bodies.
Example
A new industrial town grows quickly but is too small or too new to get a full municipality. The state notifies a committee to run it. Many such committees in India have since become nagar panchayats.
Don't confuse with
- Nagar panchayat: Art. 243Q creates it for a transitional area that is changing from rural to urban, and its seats are filled by direct election. A notified area committee is wholly nominated.
- Town area committee: it is set up under a separate state law, and its members are wholly or partly elected.
