Promotion of cottage industries

Polity & Governance glossary

Also called: Article 43 · Topic: Directive Principles and Fundamental Duties · NCERT: Class 11, Ch 2 "Rights in the Indian Constitution"

Meaning

Part of Article 43 asks the State to promote cottage industries in rural areas. Cottage industries are small industries run from homes or villages, by individuals or through cooperatives. This part is a Gandhian directive and reflects Gandhi's vision of self-reliant villages. It aims to create jobs in villages so that people do not have to move to cities to earn a living.

Example

The Khadi and Village Industries Commission (KVIC), set up in 1957, supports village artisans who make products such as khadi cloth. This puts this part of Art. 43 into practice.

Don't confuse with

  • Living wage (also Art. 43): the same article asks for a decent wage for all workers. That part is socialistic, not Gandhian, and is a common exam trap.
  • Cooperative societies (Art. 43B, 97th Amendment, 2011): this promotes cooperatives that members form freely, run themselves and control democratically. Art. 43 is about rural cottage industries.
