Meaning

SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) is a Ministry of Panchayati Raj (MoPR) scheme. It maps the abadi land of villages (the inhabited core, where the houses stand) with drones. It then gives each owner a Record of Rights, a legal paper that shows who owns which property, in the form of a property card [1].

It matters because millions of rural families had no legal paper for their own homes. With a property card, they can take a bank loan against the house. The card also helps panchayats collect house tax.

Explanation

The problem it solves

  • In many states, the abadi land of villages was never surveyed.
  • Old surveys covered mainly farmland.
  • Houses in the village core had no official map and no title.

  • Results of this gap:

  • owners could not prove they owned their homes;
  • banks would not accept the house as security for a loan;
  • fights over boundaries and ownership were common.

  • Pre-digital contrast: the Class 6 NCERT chapter shows the patwari (the village land-records officer) measuring land with maps that are generations old. SVAMITVA replaces these with digital maps made by drones.

How it works: steps in order

  1. Drone survey: drones fly over the abadi area. CORS (Continuously Operating Reference Stations) are fixed GPS base stations that make the maps accurate to a few centimetres [1].
  2. Who pays and who maps: MoPR pays the Survey of India to fly the drones and make the maps [1].
  3. Ground truthing: States/UTs check the maps on the ground, plot by plot, with the people who live there [1].
  4. Property cards: States/UTs then prepare the property cards and hand them to owners [1].

Benefits

  • Bank credit:
  • the property card is a legal proof of ownership;
  • so the owner can use the house to get a bank loan.

  • Fewer disputes: state reports show that the cards have reduced property disputes [1].

  • More money for panchayats:
  • clear records let a gram panchayat (GP) assess and collect house/property tax;
  • this raises its own-source revenue (money it raises itself, not grants), which is linked to Article 243H.

  • Better planning: accurate village maps help panchayats prepare their Gram Panchayat Development Plan (GPDP), the yearly village plan made through the gram sabha.

Limits

  • It covers only abadi (inhabited) land, not farmland.
  • The Centre maps the land, but the legal card comes from the State. So the card's strength depends on each state's land laws.

In the Constitution and practice

  • Constitutional base:
  • Land is a State subject (Entry 18, List II, Seventh Schedule). This is why States/UTs, not the Centre, issue the property cards [1].
  • Article 243H (added by the 73rd Amendment, 1992, in force from 24 April 1993) lets the state legislature allow panchayats to levy and collect taxes. SVAMITVA maps make house tax practical.
  • Article 243G and the Eleventh Schedule (29 subjects that can be handed to panchayats) give panchayats a role in planning. SVAMITVA maps feed into that planning.

  • Who runs it:

  • MoPR is the nodal ministry and pays for the survey;
  • Survey of India does the drone mapping;
  • States/UTs do ground truthing and issue the cards [1].

  • Timeline and practice:

  • 24 April 2020: launched on National Panchayati Raj Day [1]. e-Gram Swaraj was launched on the same day.
  • 24 April 2021: extended to the whole country.
  • 18 January 2025: the Prime Minister distributed over 65 lakh property cards in a single day [4].
  • Progress as on 11 March 2026 [1][2]:
    • drone survey finished in 3.29 lakh of 3.44 lakh targeted villages;
    • 3.10 crore cards prepared for 1.87 lakh villages;
    • 2.65 crore cards distributed.

Don't confuse with

  • e-Gram Swaraj: launched on the same day (24 April 2020), but it is a web portal for a panchayat's planning, accounts, payments and asset records [3]. It is not a land survey and it does not give property titles.
  • Farmland (agricultural) land records kept by the patwari: these cover agricultural land. SVAMITVA covers only abadi (inhabited) land.
  • Survey of India vs States: the Survey of India makes the maps, but the States/UTs issue the property cards [1]. MCQs often swap these two roles.
  • Gram Panchayat Development Plan (GPDP): the annual village plan made through the gram sabha, based on Article 243G. SVAMITVA maps can help this plan, but they are a separate property-rights scheme.

Prelims Hooks

  • SVAMITVA = Survey of Villages and Mapping with Improvised Technology in Village Areas. It was launched by MoPR on 24 April 2020, National Panchayati Raj Day [1], and went nationwide on 24 April 2021.
  • Technology: drones + CORS (fixed GPS base stations accurate to a few centimetres) [1].
  • Roles: MoPR pays, the Survey of India maps, and the States/UTs do ground truthing and issue property cards [1].
  • Trap: it covers abadi (inhabited) land, not farmland.
  • 24 April links: the 73rd Amendment came into force (1993); e-Gram Swaraj and SVAMITVA were launched (2020); and PAI 2.0 was released (2026).
  • Record day: over 65 lakh property cards were given out on 18 January 2025 [4]. By 11 March 2026, 2.65 crore cards had been distributed [1][2].

Mains Points

  • SVAMITVA and fiscal decentralisation (giving local bodies their own money):
  • Property cards unlock rural credit, so a house becomes an asset that can back a bank loan.
  • Cards also widen the GP property-tax base (Article 243H), which helps fix the weak own revenue of panchayats.

  • Risks:

  • mistakes during ground truthing can put wrong names or boundaries into the records;
  • people without papers, such as tenants and women co-owners, may be left out;
  • disputes may not end but simply move from the village to the courts.

  • Reforms needed:

  • give the cards legal backing in state land laws, so that banks and courts accept them everywhere;
  • issue joint titles that include women;
  • link the digital maps to GPDP planning so the data also improves local services.
