Two-child norm for panchayat candidates
Topic: Panchayati Raj: Rural Local Government · NCERT: Beyond NCERT
Meaning
This is a rule in some states that stops people with more than two children from contesting panchayat elections. Article 243F allows it, because state law may add conditions on who can contest. In Javed v. State of Haryana (2003), the Supreme Court upheld the rule. Several states have since dropped it.
Example
In Haryana, a person with three children could not contest for panch or sarpanch. In Javed (2003), the Supreme Court held that this rule was valid.
