  1. How it complements executive diplomacy
  2. Why it cannot substitute

Parliamentary diplomacy means legislators and Presiding Officers engaging with their foreign counterparts. It is gaining weight as India's Parliament hosts the 12th BRICS Parliamentary Forum (26–27 October 2026) on "Strengthening Parliaments for People-Centric Development" [1]. It adds strength to the executive's foreign policy, but it cannot take its place.

How it complements executive diplomacy

  • Consensus on India's core concerns: at the 11th Forum in Brasília (2025), India got condemnation of the Pahalgam attack and "zero tolerance" on terrorism written into the joint declaration [2].
  • Reinforces the Chairship agenda: the Forum's four sessions are Resilience, Innovation, Cooperation and Sustainability. They give a legislative voice to representative global governance and human-centred AI [1].
  • Wider reach: delegations from 11 member and 10 partner countries attend. Presiding Officers of State Legislatures and Parliamentary Friendship Groups also take part, extending ties beyond diplomats [1].
  • Track record: India's P20 Summit (2023) unanimously adopted a joint statement and formally sent it to the G20 Presidency [3].

Why it cannot substitute

  • Constitutional design: treaty-making is an executive power (Art. 73). India follows dualism: a treaty needs a law passed by Parliament (Art. 253) before it applies at home. Parliament therefore implements treaties but does not negotiate them [4].
  • Non-binding outcomes: the Forum's Joint Statement binds no government. It has effect only if executives act on it [3].
  • Diluted consensus: BRICS works by consensus [5]. When 21 different political systems must agree, the wording usually becomes softer.
  • Credibility gap at home: the 17th Lok Sabha referred only 16% of Bills to committees [6]. The Committee on External Affairs has complained that government replies to its reports are delayed [7].

Parliamentary diplomacy therefore gives India's foreign policy legitimacy, reach and moral voice, while the executive keeps the power to negotiate and commit. To turn the Forum's words into results:

  • the Lok Sabha Secretariat should send the Joint Statement to the next BRICS chair;
  • the Committee on External Affairs should ask the government for an action-taken note;
  • the Chairpersons of International Affairs Committees, at their special meeting [1], should set up a yearly review of earlier statements.

Used in this way, parliamentary diplomacy serves the aim in Article 51 of promoting international peace, as a partner to the executive and not a rival.
