Meaning

The National Youth Policy 2014 (NYP-2014) is the Government of India's plan for its young people. It was launched in February 2014. Its vision is "to empower the youth of the country to achieve their full potential, and through them enable India to find its rightful place in the community of nations". It defines youth as people aged 15-29 years. It matters because India has a very large young population, and that only becomes a strength if young people get skills, jobs and good health.

Example

A 22-year-old graduate in Patna, Bihar, falls inside the policy's youth group. Bihar has one of the fastest-growing young populations in India, so skilling and job schemes for this age group matter a great deal there.

Don't confuse with

  • Adolescent population: this means people aged 10-19 (20.9% of Indians in 2011). Youth under NYP-2014 means people aged 15-29. The two groups overlap but are not the same.
  • National Policy for Skill Development and Entrepreneurship 2015: this brings all skill training under one framework and links it to places where jobs exist. NYP-2014 is the wider vision for young people as a whole.
