All Party Hill Leaders Conference

Polity & Governance glossary

Also called: APHLC · Topic: Regional Aspirations: J&K, Punjab, the North-East and Accommodation · NCERT: Class 12, Ch 7 "Regional Aspirations"

Meaning

The All Party Hill Leaders Conference (APHLC) was formed in 1960 by tribal leaders of Assam's hill areas. It grew out of the Eastern India Tribal Union. It opposed making Assamese the official language for everyone, and it demanded a separate tribal state carved out of Assam. It matters because it shows how the North-East was redrawn through peaceful political pressure.

Example

The APHLC's demand led to Meghalaya. The 22nd Amendment, 1969 added Art. 244A, which allowed an autonomous state to be formed inside Assam. Meghalaya became an autonomous state in 1970 and a full state in 1972.
