Meaning

The Capacity Building Commission is a body set up in 2021 under Mission Karmayogi, India's programme to train civil servants. "Capacity building" means improving people's skills so they can do their jobs better. The Commission sets common training standards and checks ministries' yearly capacity-building plans. It also supervises central training institutes. It matters because it helps move training from "rule-based to role-based", that is, training staff for the role they actually do.

Example

A ministry prepares a yearly plan listing the skills its staff need and the courses they will take. The Commission then reviews that plan to see whether it meets common standards.

Don't confuse with

  • iGOT Karmayogi: iGOT is the online learning platform where employees take courses. The Commission sets standards and checks plans; it does not run the platform.
