First Administrative Reforms Commission
Also called: First ARC · Topic: Civil Services: Role, Accountability and Reforms · NCERT: Beyond NCERT
Meaning
The First Administrative Reforms Commission (First ARC) was set up to review and improve how the Indian government works. It ran from 1966 to 1970. Morarji Desai chaired it first, and K. Hanumanthaiya took over later. It gave 20 reports on subjects such as personnel administration and Centre-state relations. It matters because several of its ideas shaped Indian administration for decades.
Example
The First ARC proposed the Lokpal and Lokayuktas in 1966. These are anti-corruption watchdogs at the Centre and in the states. Its personnel reforms led to a Department of Personnel in 1970, the forerunner of today's DoPT.
Don't confuse with
- Second Administrative Reforms Commission: the 2nd ARC ran from 2005 to 2009 under M. Veerappa Moily, and later V. Ramachandran. It gave 15 reports, not 20.
