Nilgiri Biosphere Reserve
Topic: Biodiversity and its Conservation · NCERT: Class 11, Ch 5 "Natural Vegetation"
Meaning
The Nilgiri Biosphere Reserve is India's first biosphere reserve. It was set up in 1986 in the Western Ghats and spreads across Tamil Nadu, Kerala and Karnataka. It covers about 5,520 sq km [2]. In 2000 it became the first Indian site on UNESCO's World Network of Biosphere Reserves (WNBR) [2].
It matters because it is the "first" in two lists, India's and UNESCO's. Exams often ask which national parks lie inside it and how its zones work.
Explanation
What a biosphere reserve is
- Biosphere reserve: a large area of land, coast or sea, or a mix of these. It represents a typical ecosystem of its biogeographic region (a natural region with its own plants and animals). For Nilgiri, that region is the Western Ghats [2].
- Local people are treated as part of the system. They are not simply kept out [2].
-
MoEFCC calls these reserves "sites for experimenting with and learning about sustainable development" [2].
-
Parks inside Nilgiri: the reserve brings several protected forests under one plan:
- Mudumalai (Tamil Nadu)
- Bandipur and Nagarhole (Karnataka)
- Silent Valley, Wayanad and Nilambur (Kerala)
The three zones and why they work
| Zone | What is allowed | Purpose |
|---|---|---|
| Core zone | Legally protected. No human interference | Protects species and gene pools in their natural state |
| Buffer zone | Research, education and limited use that does not harm nature | Shields the core. Works as a field laboratory |
| Transition zone | Villages, farms, sustainable use | Links conservation with the local economy |
- How the zoning lowers pressure on the forest:
- Local people depend on the forest for fuel, fodder and grazing. This puts pressure on the core.
- The scheme gives people in the buffer and transition zones extra or alternative ways to earn a living. So they need less from the forest.
-
Result: less biotic pressure (harm caused by people and grazing animals) on the core [2].
-
In a reserve like Nilgiri, national parks and sanctuaries usually form the core [2].
Objectives (NCERT Figure 5.9)
- Conservation: protects biodiversity at every level, from genes to species to whole ecosystems. This is done in-situ (in the natural home of the plants and animals) [2].
- Development: a better life for indigenous communities (tribal and local groups) without harming nature [2].
- Logistic support: research, monitoring, education and training [2].
How it was set up and how it is run
- 1979: the Indian MAB Committee identified possible sites [2].
- 1983: the Committee of Secretaries approved the setting up of biosphere reserves [2].
- 1986: the Indian National Biosphere Reserve Programme began, and Nilgiri became its first reserve [2].
- Legal status: a biosphere reserve is not a category under the Wildlife (Protection) Act 1972. It is created by an executive scheme of the central government [2].
- Funding: it is a sub-scheme under the Centrally Sponsored Scheme "Conservation of Natural Resources and Ecosystems" (CNRE) of MoEFCC. The Centre and the State share costs 60:40 [2].
- Who runs it on the ground: the State Forest Department [2]. In Nilgiri this means three states' forest departments.
Where it occurs
- Location: the Western Ghats, where Tamil Nadu, Kerala and Karnataka meet [2].
- Parts by state:
- Tamil Nadu: Mudumalai
- Karnataka: Bandipur, Nagarhole
-
Kerala: Silent Valley, Wayanad, Nilambur
-
Area: about 5,520 sq km [2].
- Indian network: Nilgiri is one of 18 biosphere reserves in India, which together cover about 91,425.11 sq km (December 2023) [2]. The other Western Ghats reserve is Agasthyamalai (Kerala and Tamil Nadu, 2001) [2].
- On the map: Nilgiri is part of India's southern group of reserves, with Agasthyamalai, Gulf of Mannar and Seshachalam.
- Global network: UNESCO's Man and the Biosphere (MAB) Programme started in 1971 [2]. Nilgiri joined its WNBR in 2000 [2]. Today the WNBR has 785 sites in 142 countries (2025) [3]. 13 of India's 18 reserves are on it [3].
Don't confuse with
- Gulf of Mannar Biosphere Reserve: India's first marine biosphere reserve (1989, Tamil Nadu). Nilgiri is the first biosphere reserve overall (1986), and it is on land.
- Agasthyamalai Biosphere Reserve: also in the Western Ghats, across Kerala and Tamil Nadu. It is linked to the Kani tribe and joined the WNBR in 2016 [2]. Nilgiri joined in 2000.
- National park / wildlife sanctuary: these are legal protected areas under the Wildlife (Protection) Act 1972. Nilgiri as a biosphere reserve is an executive scheme, not a legal category. Parks like Mudumalai and Silent Valley sit inside it [2].
- UNESCO World Heritage Site: this is a different UNESCO list. Being on the WNBR (the MAB list) is not the same as World Heritage status. Manas, for example, is a World Heritage Site but is not on the WNBR.
Prelims Hooks
- India's first biosphere reserve: Nilgiri, 1986. It was also the first Indian site on the WNBR (2000) [2].
- States: Tamil Nadu, Kerala and Karnataka, the only three-state combination among India's early reserves. Do not drop Karnataka.
- Protected areas inside it: Mudumalai, Bandipur, Nagarhole, Silent Valley, Wayanad, Nilambur. Trap: Periyar and Neyyar are not part of it. Neyyar belongs to Agasthyamalai [2].
- Order of joining the WNBR: Nilgiri (2000) → Gulf of Mannar and Sunderban (2001) → … → Cold Desert (2025), which made India's 13th [2][3].
- Legal status: not a protected area under the Wildlife (Protection) Act 1972. Funded 60:40 under the CNRE sub-scheme [2].
- Who designates for the WNBR: UNESCO's MAB International Coordinating Council, after the national government nominates the site [2].
Mains Points
- People-inclusive conservation: Nilgiri's core–buffer–transition model gives local and tribal people other ways to earn a living in the outer zones.
- This lowers biotic pressure on core forests such as Silent Valley and Mudumalai [2].
-
It differs from the "fortress" model of national parks, which keeps people out. (GS-III, environment)
-
Gaps in governance: the reserve has no legal status of its own. Only its core is protected, through national parks and sanctuaries.
- It is run by the State Forest Departments [2] of three states.
-
So a wildlife corridor that runs across state borders needs close coordination between the three states.
-
Link to global commitments: Nilgiri is a tool for in-situ conservation under the CBD (1992). It supports area-based targets under the Kunming-Montreal GBF (2022) and the SDGs, and is part of a world network of 785 sites (2025) [2][3].
