Additional grant
Also called: Article 115 · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT
Meaning
An additional grant is money that Parliament approves during a financial year for a new service that was not planned in that year's budget. It comes under Article 115. The government must place the estimate before Parliament and get it voted, as it does for any other demand. It keeps Parliament in control when new spending needs come up partway through the year.
Example
Suppose the government launches a new scheme in the middle of the year that the budget never mentioned. It must ask the Lok Sabha for an additional grant to pay for it.
Don't confuse with
- Supplementary grant: this tops up a service that is already in the budget, when the money voted for it is not enough. An additional grant is for a brand-new service.
