Excess grant
Also called: Article 115 · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT
Meaning
An excess grant is approval given after a financial year ends, when the government spent more on a service than Parliament had granted. It comes under Article 115. Before the Lok Sabha votes on it, the Public Accounts Committee (PAC) must examine the overspending and approve it. This makes sure that money already spent without full authority is still brought under Parliament's control.
Example
Suppose a ministry overspends on a service in one year. The CAG's audit reveals the excess, and the PAC examines and approves it. Only then does the Lok Sabha vote the excess grant.
Don't confuse with
- Supplementary grant: this is sought during the year, before the money runs out. An excess grant is voted after the year ends, for money already spent.
