Supplementary grant
Also called: Article 115 · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT
Meaning
A supplementary grant is extra money sought during the current financial year when the amount Parliament approved for a service proves too little. It comes under Article 115. The government places a statement of the extra amount before Parliament, and the Lok Sabha votes on it. The service is already in the budget; only the money set aside for it has fallen short.
Example
Suppose spending on an existing scheme rises faster than the budget expected. The government brings supplementary demands to Parliament during the year to get the extra money voted.
Don't confuse with
- Additional grant: this is for a new service that was not in the budget.
- Excess grant: this is voted after the year ends, for overspending that has already happened.
