Policy cut motion
Also called: Disapproval of policy cut · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT
Meaning
A policy cut motion is a type of cut motion, a motion moved while the Lok Sabha is voting on demands for grants. It asks to reduce a demand to Re 1. This shows that the member disapproves of the policy behind the demand. The member may also argue for a different policy. If any cut motion is adopted, the government is defeated. This is what makes it a strong tool for the opposition.
Example
During the vote on a ministry's demand, an opposition MP moves to reduce it to Re 1 to oppose the ministry's policy. If the House adopted it, the government would be defeated.
Don't confuse with
- Economy cut motion: this cuts the demand by a stated amount to show a possible saving.
- Token cut motion: this cuts the demand by ₹100 to raise a specific grievance.
