e-Kranti
Also called: NeGP 2.0 · Topic: Transparency, Accountability and e-Governance · NCERT: Beyond NCERT
Meaning
e-Kranti is also called NeGP 2.0, the second phase of the National e-Governance Plan. It was approved on 25 March 2015 and is one of the nine pillars of Digital India. It has 44 Mission Mode Projects. Its principles are:
- "transformation, not translation", which means changing how services work, not just putting old forms online;
- integrated services;
- mandatory process redesign;
- cloud by default and mobile first;
- language localisation, which means services in local languages.
Example
The first NeGP (2006) often just computerised old paper procedures. Under e-Kranti, a department must redesign the procedure before taking it online, and must build it to work on mobile phones first.
Don't confuse with
- NeGP (2006): the first plan, with 27 MMPs at first and 31 later. It focused on infrastructure such as State Wide Area Networks, State Data Centres and Common Service Centres.
- Digital India (2015): the wider programme. e-Kranti is only one of its nine pillars.
