Exceptional grant

Polity & Governance glossary

Also called: Article 116 · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT

Meaning

An exceptional grant is money that Parliament approves for an exceptional purpose that is not part of the current service of any financial year. It comes under Article 116. It covers spending that does not fit into the normal yearly budget. It still needs the Lok Sabha's vote, and the spending is then authorised by law.

Example

If the government faces a one-time need that belongs to no ordinary service in any year's budget, it asks the Lok Sabha for an exceptional grant.

Don't confuse with

  • Vote of credit (also Art. 116): this is a lump sum, like a "blank cheque", for an unexpected need whose details cannot yet be stated. An exceptional grant is for a stated purpose that lies outside normal yearly services.
